Weather proofing repairs and deck replacement

I'm looking to purchase a house but the inspection has revealed mosture in the soffet, roof ridge and hip flashings and wall of the east (prevailing wind side) of the house, and slight mosture seapage in the concrete retaining wall at the back (west side) of the house. The deck and outside stairs also need replacing, I will need estimates of these items to put in with my offer. If my offer is accepted the work will be done, along with some retaining wall repairs due to earthquake (EQC claims) and fencing as well. I can email a copy of the engineers report if that would help understand whether this is work you can do.
