Drainage TLC required in Gulf Harbour

There is a blocked outside drain (1m x 1m) cast iron grate. It is easily accessible from the road and full of silt to about 0.3m from the top of the drain. In addition, the grounds are getting sodden on the south side. there is a black corrugated drain visible. Finally , there are a few areas of the garden that have lots of heavy water run off in the winter.
