Water pump (I think) seems to be making a loud whistling sound.

We've noticed that when we use the upstairs non-potable water tap, or run the washing machine there's a loud whistling sound downstairs (where we think the water's drawn). Might also be happening when the toilets are flushed. We've never done maintenance on the water pump, so figured it might be good to consult a professional. We also have an issue with the kitchen sink, being slow to drain. If you can help with that too, that'd be great.
