Attaching flagpole bracket

We want to attach a flagpole to the side of our cement block and stucco house. We have the bracket as visible in the picture. You'll need to bring a ladder that will be stable on a sloping pathway. You'll need a hammer drill capable of drilling into the cement block. You'll need eight stainless steel 8mm dynabolts, and a hammer and wrench with which to attach them. Finally, you'll need some sort of plaster or other appropriate material to put between the uneven surface of the wall and the flat back surface of the bracket. There is a picture of the bracket below.
