Securing large shelf to concrete wall for quake safety

Large heavy book shelf needs to secured to wall for quake safety. Has two existing brackets which can be used or replaced if need be, see photo. Wall is poured concrete with paper and plaster. Shelf cannot be disassembled or moved. Need someone who can secure it firmly using masonry drill and appropriate hardware. Shelf is 65mm out from the wall. Also will ask for a hole to be drilled in another wall while you're on site, for picture frame. Timeframe flexible, access can be arranged at nearly any time.
