Gutter dirt and moss removal

We need someone with a good sturdy high ladder to work their way around the gutters as there are patches in of grass and moss visible from the ground growing. We do not want water blasting as the clumps are large and would not break up with water. We have a flat section by Wellington standards. One small section of the house is one and a half storey high.
