Repair timber rot with builders bog, sand and paint.

Looking for somebody to repair some rotten timber on a exterior railing. Holes need the following: remove all soft timber, fill with builders bog, sand, paint. To a finish where it looks and feels like solid timber. All work at ground level, need no stool or ladder. Also looking for a crack to be inspected and possibly filled if it appears that water is getting into the water from the sealed deck area.
