Window not closing correctly

I’ve got a rusted up, stuck screw on the bracket of a second story window. And either because of the rust on the screw head (?) or the bracket, there’s a little wobble/movement when the window moves, which means there’s a gap when closed, letting a draught in. My guess is the screw and bracket needs replacing.
