Drain clearage under deck - tightish space

We have a suspected drain blockage under a deck. This is causing occasional flooding into neighbours garden. There is currently no access under the deck, so suspect the best approach will be to carefully remove a few fence palings (to replace after) and get under there for a look. There is a bit of crap under there that'll need to be cleared away, and ideally removed from site. With the bit of luck that'll uncover the drain (or whatever the scenario is - not even sure if there is a drain there...)
