Satelite Dish/Antenna : no signal from decoder

We have a dish and an antenna but I did not succeed in getting freeview on our HD Television. We do have a decoder. The cable of the dish was cut over, not sure why. The cable of the antenna goes into the house but can't receive any signal. This all worked a year ago but we moved to Australia and had tenants in our house. They had the TV connected to telstra cable. See pictures for view of dish and antenna.
