Remove stubborn TV bracket and repair the wall

Just moved into an apartment and there is an old-style TV bracket on the wall - see photos - that I want to remove. The bolts turn but do not un-do. All the bolts are the same in this regard - it's odd, like they are all burred out or incorrectly installed. Anyway, I'd like the bracket removed either by removing the bolts somehow then filling holes. Or the bracket may need to be cut out and that larger hole repaired. Not requiring painting. The apartment is on The Terrace and unfortunately no parking space to offer.
