Repair spare wheel mount

The rear wheel mount frame on my vehicle has 3 bolts welded in. One of them has been snapped off (see photos attached). I need to remove it and put/weld a new one so that my rear wheel can be fixed by 3 bolts not 2. It would be good if you supply the bolt and nut, though I should be able to source them if you can't/won't.
