Replacing pool balustrade post pool refurbishment

We recently relined our pool and replaced the surrounding tiling with concrete. We want to replace the pool fence (a glass balustrade; we have kept the components), but wish to change its position slightly. The council advises this requires consent. We want to arrange for a landscaper to create the plans we need to submit to the council for the consent application.
