Assess and quote to repair electrics for hot water cylinder

Our second hot water cylinder has stopped heating. Water is still flowing but not hot. The cylinder itself is cold including the hot water outflow copper pipe at the top. I've checked that it's switched on and the fuse is not tripped out. So don't know if power is not getting to the cylinder, or if the thermostat or heater coil is blown. Needs a sparky to test these and provide quote to fix it up. The cylinder is under the house, readily accessible through the workshop under there. Will post a photo tonight.
