Fixing fuse box and adding plug sockets

Half of my house's lights are no longer working. My small 1972 unit has a fuse box with a little bit of green goo coming out of it so can't fix the fuse. Plus since the home is old, I need more power point sockets in it. I would like to have double sockets added to about 3-4 existing single plug sockets.
