Electrical Help

I have an old Fisher and Paykel Heatway system in my house (photo attached). I am wanting to get new carpet and need advice on this system- does it work? what are the bumps I feel under the carpet? are they heat pads? what are they? I also have two power points (either side of a wall) that are not working and need fixing. I also need a double power point put in over an existing single one. I am wanting someone who can help me with all of the above and preferably accepts payment by visa
