Replace VIR cabling prior to switching to day/night power plan

Our power company is telling us we cannot switch to a day/night plan, because they need to do some work on the meter, but was unable to do so due to the Vulcanised Indian Rubber cabling that's still being used in our switchboard.
Even though we can get 1/2 hour resolution of our power usage from their website already, apparently someone still needs to manually come and configure the meter before switching to day/night plan, but now they cannot due to this cabling.
