Replace VIR cabling prior to switching to day/night power plan

Our power company is telling us we cannot switch to a day/night plan, because they need to do some work on the meter, but was unable to do so due to the Vulcanised Indian Rubber cabling that's still being used in our switchboard. Even though we can get 1/2 hour resolution of our power usage from their website already, apparently someone still needs to manually come and configure the meter before switching to day/night plan, but now they cannot due to this cabling. Sounds strange, but we've been told electricians will know what they mean, so hopefully someone can provide a quote and replace some cables for us. Thanks. House was built in the 1950s, power comes in through overhead cables. Already had work done on switchboard in the past few years to remove fuse wires and replaced master on/off switch.
