Concrete base for memorial stone

I have a memorial stone for a friend who died a few years back. The first memorial stone was stolen, so this time round we want to concrete the new one in place. Glover Memorial have drilled a hole in the bottom of the stone and supplied a fibreglass dowel that can be glued in and then set into the concrete. I need a concrete slab poured for the base and then the stone set onto that base in such a way that it can't be easily removed.
