Create a new accessway

My neighbour is installing a stair lifter for his elderly mother, so I'll no longer be able to use our shared accessway. He is proposing a fence that'll go along the pink line in the photos. I need to reconfigure my entranceway, remove part of the existing concrete wall and create a couple of new steps. Thanks for your help
