Laying Bullnose Pavers on Steps

Some bullnose pavers on the front steps to my house have come loose and are not safe to step on. They need to be relaid so that they don't move. Four bullnose pavers are loose. There are 3 loose pavers in the photo with a boulder on each loose paver. In the other other photo, there is 1 loose paver on the left side. Experience in laying bullnose pavers on steps is paramount.
