Repair and seal stair/foundation edge

We are having a water ingress issue from a crack between the foundation of the house and the stairs/paving. Water is likely seeping through the cracked stairs into the wall cavity. We need this resealed to stop water ingress. Some mortar sealant has been applied but it doesn't seem to be stopping the ingress. Photos are from the outside on a rainy day. Inside photos are under the house exactly opposite to the outside photos.
