Replacing concrete block

I would like to replace a 1.4m x 2.4m concrete block by the side of my house and check what is underneath. There is sign of water going under the house what I would like to eliminate. Might be a rising damp treatment also necessary. I would like to have the rain water to flow away from the foundation of the property so the new pavement has to be angled slightly. The green marks shows the size of the concrete need to be replaced and the red arrow is where the water should flow away.
