2 x underfloor holes in concrete for ventilation

We have a 9m squared room that has no underfloor airflow so need some holes. I urgently need 2 x suitable holes cut in the concrete to allow airflow into the underfloor area. From what I can tell the rest of the foundation is 20cm thick, so not sure if the wall in question is the same or not. There is a manhole (albeit tight) to allow access. I hope the pictures help. The hole is the current one's in the area this opens into. Ideally want to get this done before tenants move in on the 12th Aug
