Fixing paving for car pad

A handyman started to extend my car pad but has not completed the work after several requests to come and finish. Pavelock has not been applied and I believe hardfill was not applied before compacting sand to lay the pavers. Pavers are cracking where cut at edges. Have emailed handyman and stated my concerns and he has now refused to respond or call to discuss.
