Small concrete and rebar repair in garage ceiling.

I have a concrete slab as the roof of my garage. A small chunk (about 10x30cm) has fallen off the garage ceiling exposing a little rebar which has rusted. I'd like the rebar cleaned up and the rust removed and the hole patched to prevent further rusting. Photo attached.
