Concrete wall moisture

A small area of concrete wall appears to be allowing quite a bit of moisture through. There is a garden bit directly on the wall here. Previously it looks like this problem has been dealt with by putting a bed of gravel, bricks, and other things against the wall. It also looks like there is some old bitumen or water proofing paint on the lower part of the wall. There is some damage to the plaster on the inside. I'd really like to get this sorted out (both inside and out).
