Pave top of driveway

So we've had a few tradies in vans getting stuck at the top of our gravel driveway and getting quite the reputation. One day we'll pave the lot, but for now, we're just after a low-cost quick fix. After your recommendation but were thinking asphalt or tar and chip might do the job? We don't need the whole drive done, just the top 10m-20m. ASAP.
