Parking area

We have a 10mx4m of uneven ground that we'd like to turn into a parking area. We'd like to look at paving to keep the area as permeable but depending on price, we may consider concreting. From the photos, you'd see that we currently park there and there's a drop from the main side street and it's full of volcanic rock. We will eventually put some fencing on one side and improve the other side where it currently a planter box and steps
