Lift existing Driveway and lay new cut concetre drive

We would like to remove the existing drive and extend the parking area over the grass area shown. The dimensions iare: 7.4 wide 6.0 up the side 6.0 across the front Note there is some sort of cabling or pipework that has been laid in the front of the drive (see photo) so care will need to be taken not to disrupt this. We'd also like the garden area reduced to be in line with the bottom of the stairs.
