60 meter long Driveway extension over a creck

The existing driveway about 60 meter long and 1.5 meter wide with metal chip laying and not in good condition. We won't to fix this part and extend other 1.8 meters wide (then total new driveway will be 3.3 meters wide). However, the driveway is over a creck, there is a one diameter storm water pipe under the driveway about 3.3 meter wide and then a open drainage area, see the photo, so need move the existing security fence about 1.8 meter after extension. We need a qualify builder to provide materials and a quality finish. Not sure whether it needs a city council consent about the extension. The photo shows a driveway about 4.5 meter, but we only own 1.5 on the left hand side, want to make a new 3.3 for our own (1.5 existing + 1.8 new extension).
