Deck extension with pergola

I have a pre-existing deck that I want partly extended by 1.2 meters. The deck comes off the second floor with 2 support posts that need replacing and the entire railing needs to be changed. I also want to put a pergola over the deck. I don't have any plans drawn up and this will need consent I imagine. Looking for someone who can draft up a plan (pretty simple) and do the build.
