New Deck around above ground pool.

We are looking at putting an above ground pool in and need a decl built around the pool. The pool is 7m by 3.2 x 1.32. The deck is approx 14m x 7m. We will finish the fencing etc but need the deck built to council standard as will need permit as it will be approx 1.4m high at the highest point.
