Steps in garden

Hi, need to fix a loose panel in the retaining wall and add steps to access the area above the retaining wall. Steps need to be installed and be sturdy. Current set of steps in another area pictured below. The area where the new stairs need to be built/ installed are also pictured. Doesn’t need to be fancy and under a very tight budget.
