Deck restoration - traffigard

We have a small upstairs deck, above our kitchen, that we would like restored including increasing the balustrade height and resurfacing (looks to be traffigard). It also needs another outlet for water overflow we could just have the resurfacing done but we want to invest in doing the job properly and are keen to ensure the work is done to the highest standard paticularly given that it's over the kitchen. The deck can only be accessed from inside the house and the deck area looks to be about 1.5 m x 2.5. But I will need to measure
