Repair doorsill, sand door and remove broken bolt lock

I have a very old back door on my villa. Unfortunately every time it rains the water leeks in under the door and the sill/threshold is now rotting away. I’d like to get it repaired to make it water tight. The door is also pretty grimy so either needs a sand back and varnish or a proper clean & varnish. Also at the top of the right hand side on the frame I’ve had a broken deadbolt for years. It’s stuck in the frame & I can’t get it out. Would love it removed and replaced.
