Repair deck under layer (aesthetics) that is breaking

Hi there, Under our balcony deck the wooden layer is breaking. This work is to remove the broken part, replace it and paint so that it is almost not noticeable it was restored. The part needing replacement is at most 1,3mts by 0.4 mts. There is a rain down pipe that crosses the area and I suspect it is leaking (causing the damage) and likely will also need some work, that will be clear when you open the area. Any pipe, leaking or anything else it is discovered, is NOT part of the work of this budget. The budget I'm looking for is just to take part of the broken panel and replace it, painting and nailing it (I have paint that was provided when I bought the house that is likely a matching color and can provide it) so that it looks as new. The area is accessible from the carport, around 2.2mts above the floor.
