Rotting timber window frames and car port supporting beam.

Repair/replace/repaint rotting timber under ranch slider and in a large supporting beam on our car port. Also a garden gate and front door are not shutting properly. Parts of our heated towel rails are rusting. Can these be painted over? We'd like this done fairly soon please. We already have two quotes for this job but would like one more as the third person has had to drop out.
