Bargeboard replacing

We discovered that the bargeboard was extremely soft when we installed a TV aerial. We likely need this replaced, and would also like someone to assess if there are any boards behind the bargeboard that requires work/ replacing. It is a two story building with four units. Painters are due to start painting most of the building in April at which time the scaffolding could be used for both purposes (painting and carpentry). We would like this job to tie in with the painting. The painters are happy to allow a carpenter to use their scaffolding while they have it on site and the painting team are not using it. We also have a small block of wood by the footpath rotting (9.3cm x 34cm), as pictured. This needs cutting out and replacing before the paint work is done.
