Replacement deck balustrade

We recently purchased a 1980's lockwood home that has the original deck - with a very minimalist balustrade i.e. very unsafe. We have a 5 month old and in order to make the balustrade safe for children we need to replace it with something more appropriate. The drop below is approx 1.5m to concrete & garden PLUS this area is within the pool fence area. Currently the pool fence is compliant because the house and sliding doors are acting as the pool fence. However for further safety the pool area should be isolated from the house and deck area. The new balustrade will act as both a barrier from falling and a pool fence with a gate where it meets the ground - therefore we require it to be constructed to code requirements. The deck is approximately 15m long and 2m deep and is in fair condition for its age. I suspect some reinforcing may be required at the point where the balustrade will be fixed to the deck. The wooden posts holding the deck up are approx 2m apart. We need to get this job completed quickly and to building code to ensure the whole area is safe for children especially before the 5 month old becomes more mobile.
