Replacement/repair of soffit on a second storey unit

Recently in high winds a small section (less than 1m) of soffit that had previously been repaired and stuck to the existing soffit was ripped out from under the roof edge. The area is a second storey that cannot be reached from inside the house. It would likely require mobile scaffolding from the unit below. I'm wanting to get a quote to have the piece repaired, or the whole section removed and replaced.
