close in under house

we want to close in an area under the house it will need a carpenter who can work with existing piles and create a consistent plumb and level framing , its not intended for occupation but rather as a shed. however we will no doubt build it to code standard with a cavity system , insulation. flashings etc using H3.1 or 3.2 wet. The plans will just give an outline of the work. There will be lots of onsite adjustment to achieve a consistent plumb and level surface. Most likely clad with Hardie sheet with a proposed concrete floor . we want someone who can price the job and give a time table to complete
