Dampness in the bedroom at groud flloor

The room was occupied by tenant and did a final check today notice there is a dampness in the closet and wall close to the exterior wall. The room is located at ground level, and I suspect the there is water leaking from external. I have took out some of the soft plaster, exanimating the interior. I notice that the stub is quite wet/damp. I have attached photos as reference.
