Waterproofing external tiled balcony

We recently moved into a unit in central Wellington which has a large tiled balcony at the front. In --- the previous owner had paid to have the balcony sealed with butynol waterproofing. We are finding over the past several weeks that there is water leaking through the ceiling in several places to the room underneath the balcony which will obviously cause damage to the fittings if this continues. We would like an assessment of what is required to ensure that the balcony is waterproof, the options available and costs.
