Rotting wall

Previous owner tiled over existing concrete deck, snug up to weatherboards...water is coming through to the house..Rotting skirting and rotting weatherboards. As a first measure I siliconed round the base of the weatherboards but this hasn't helped..really need to get this sorted before it becomes a way bigger job than it is. A substantial amount of water comes through as a chest of drawers absorbed tons and was almost ruined (mdf) and the damp smell is obvious to me with my dog sense of smell. Pre existing concrete is where the tiles are.
