Leak at property wall

Hi whanau, any one know what would cause water logging near the wall as shown above? We thought its rain water first but it hasn't rained for 4 days and the water still is the same.. Drainlaying

Need help to finish a job started. Landscaped around side of property and have laid coil drain. The water need to flow down back of property and have dug trench and have some pvc pipe. Need to connect it up and also feed in 3 spouting downpipe. The last part along the back already has pipe and don't know if it needs replacing Need some advice. Suit local.
