Leaky external pipes

We are experiencing a lot of water pooling outside and around our toby tap. I've had issues in the past with sounds of running water, and a plumber checked the water & waste pipes under the floor for any leaks. A lot of water was identified under the house, but on his sevond visit it had dissipated and thevrunning sound had ceased. On the second visit, they carried out pressure test on whole house and shower & bath outlets but no pressure drop was found. A blockage was identified in the sewage pipe, and was cleared at the front unit (but the plumber did not think this was the root cause of the excess water, and could not find the root cause). Wondeting if a drainlayer is a better fit for this job?
