Noisy external vent hood when windy - flaps banging

Whenever it gets windy, the flap on the external exhaust starts banging and it is leading to really unpleasant nights as the sound keeps us up. Researched the issue and the potential solution is to re-secure the flaps or replace the external vents with spring loaded dampers. There are 5 external vents (2 on the first floor, 3 on ground level). Depending on the estimated cost happy to fix the upper ones and one near the kitchen. It is a two storey house in Mt Wellington, Auckland. When you respond would you be able to explain how this could be resolved and the likely costs involved for each replacement?
