Rising damp? Need to check

Have condensation and or rising damp south facing walls of a brick and tile unit built in the 70s. Always during winter more prevalent on days with southerly wind - those that are crisp cold but sunny. Inside Walls dripping wet... even in summer south side ground outside greener than.everywhere else.
