Tiling of External Staircase

I have around 10 steps from the backdoor to the ground and need them tiled. There is some sort of existing coating (2cm thick) that needs to be removed first. It's one of those old fashioned small roundish stone and grout mixtures to form a layer on external stairs/passage ways). I only need the quote on labour as I will get the materials.
